BOW Approves Request To Proceed With Bridge Permit

A request from the Warsaw Plan Department to apply for a permit that will allow the department to proceed with the installation of a bridge that is part of the Lake City Greenway Project was approved Friday.

Community Development Coordinator Gisele Cox attended Friday’s Board of Public Works and Safety meeting and said the Indiana Department of Natural Resources is requiring a permit for the 2004 installation of the Groninger Bridge.

The bridge has been constructed to carry pedestrian traffic across the stream.

In June, the board and the city applied for a permit with the DNR to grout the riprap under the Groninger Bridge. The purpose of the grout is to secure the existing riprap, which Cox described as limestone rocks under the bridge used for bank stabilization.

Cox said children have been throwing the riprap into the ditch, creating a dam and causing water levels in the ditch to rise. The situation has been effecting the water monitoring system at R.R. Donnelley, Cox said.

The bridge, that spans the Maish Ditch in front of R.R. Donnelley, was constructed in 2004 and is part of the Lake City Greenway, Chinworth Bridge Trail, which currently is under construction.

Cox said the project originally was constructed without a permit and would not have been approved due to excessive use of riprap and impacts on the greenway and stream. Cox said the riprap could be grouted under the bridge so that the riprap is no wider than the bridge at the top of the bank and gradually increased in width as it approaches the water. The rest of the riprap should either be removed or covered with a layer of topsoil and seeded for grass, forbs or wildflowers, according to planning information.

The board also approved a claim voucher to be submitted by the plan department to the Indiana Department of Transportation for reimbursement as part of the Transportation Enhancement Grant that was awarded to the Lake City Greenway. The reimbursement is for 80 percent of the construction supervision services provided by Paul I. Cripe Inc. from Nov. 11 through Dec. 8.

Warsaw Fire Chief Mike Rice thanked the Warsaw Street Department during the board meeting for the department’s assistance in providing manpower and dump trucks to store fire hoses during the Feb. 8 fire at Global Auto on South Buffalo Street.

Warsaw Park Department Activities Director Janelle Wilson said the parks department will host its Classic Rock Concert June 15 at Central Park featuring Gary Lewis and the Playboys, The Classic Rock All-Stars and Felix Cavaliere’s Rascals.

The board also:

• Approved 11 event contracts for 2007 from the Warsaw Parks Department.

The contracts included a $50 contract between the park department and the Kosciusko Leadership Academy for membership for a countywide community calendar; a $3,900 contract with Pro Audio Services for sound production for the June 15 rock concert in Central Park; a $3,900 contract between Pro Audio Services for sound production for a country music concert July 27 at central park; a $750 contract for Pro Audio Services for sound production at the Blues and BBQ July 13; a $750 contract for Pro Audio Services for sound production for Celebracion Latina Sept. 15; a $2,550 contract for Pro Audio Services for sound production for Movie Mondays Series in June, July and August; a contract for $750 for the Bel Airs to perform in concert Aug. 24; a $500 contract for The Music Express for a concert June 22; a $3,288 contract for Burkhart Advertising Inc., South Bend, for outdoor advertising for a classic rock concert; a contract with WRSW/ESPN 1480 for $2,000 for advertising for the classic rock concert; and a $1,500 contract for Kevin Roberts Entertainment Agency Inc. for commission received for the Classic Rock Concert.

• Approved a contract between the Warsaw Police Department and Wayne Township for the township to provide services. The city requested a payment increase from $100,000 to $120,000. The increase will bring the funds to the level previously set before funding was reduced.

• Approved a change order for the Fairlane Drive Sanitary Sewer Improvement Project completed by Everest Excavating. The change order approved added $1,800 to the project cost that should have been included in the last change order, but was excluded due to misinterpretation of the contractor’s requests for a project change, according to information submitted by project engineer Larry Long. The change order is for the installation of three service taps that were not in the original contract, according to Waste Water Utility Facility manager Dave Henderson.

• Approved a contract for the city to pay Everest Excavating $15,485.59 for the Fairlane Drive Sanitary Sewer project.

• Approved a request for the city to make a full payment amount of $27,333.41 to Phend & Brown for a taxi-way project that was started in 2005 and replaced existing taxi-ways at the Warsaw Municipal Airport.

• Approved 23 travel requests for the street, police and fire departments.
