03-03-2007Warsaw will make an offer of $90,000 to purchase the building at 420 Little League Drive to be used for Warsaw Park Department’s activities.
The building is the former Fraternal Order of Police building in Boggs Industrial Park. The 2,400-square-foot facility is adjacent to Mantis Skate Park.
Mayor Ernie Wiggins informed board members during Friday’s Board of Public Works and Safety meeting that city attorney Mike Valentine and Jon Shively, appraiser for Center Appraisal Services, Warsaw, conducted a reconciliation of two appraisals for the building.
The appraisals were from Independent Appraisal Service, Leesburg, for $93,000, and a $78,000 appraisal from Paul Reith Appraisal Service, Warsaw.
Wiggins said the funds to pay for the purchase will come out of the city’s riverboat fund, as well as the park department’s budget.
The board approved the $90,000 payment offer during Friday’s meeting.
Park Superintendent Jon Garber said Valentine will formulate the offer for the city to purchase the building, and submit the offer to Julia and Gary Green, who own the building.
The facility will complement the Baker Youth Club, and will be used for birthday parties, small group skate park rentals and meeting spaces for cake-decorating and flower-arranging classes.
The board also:
• Approved a franchise agreement fee between the city and Comcast for $49,932.97 for Jan. 1 through Dec. 31, 2006.
• Approved a $6,265 annual contract between the wastewater treatment facility and Kiefer Consulting, Bremen, to conduct soil sampling, analysis and support for land application events.
• Approved a $1,015 contract supplement for reimbursable expenses of soil testing to Paul I. Cripe Inc. for Lake City Greenway Chinworth Bridge Trail soil testing. In 2004, the city entered into a contract with Paul I Cripe Inc. for construction supervision of the Chinworth Bridge Trail. Due to the poor soil conditions, there has been additional soil testing, which was above the original contract and the contract supplement.
• Approved a $10,0000 contract between the city and U.S. Infrastructure-Indiana for a requested payment from the contingency fund for the Argonne Road/Parker Street Corridor project.
• Approved a request by Engineering Technologies Inc. to complete the remaining work on the Argonne Road/Parker Street Corridor Project that the city has with U.S. Infrastructure.
• Approved a $60,000 bond between the city and W.J. Carey Construction for road paving and curb construction at Warsaw Crossing.
• Approved a request by the plan department to submit a claim voucher to the Indiana Department of Transportation for reimbursement as part of the Transportation Enhancement Grant that was awarded to the Lake City Greenway Chinworth Bridge Trail. The reimbursement is for 80 percent of the construction supervision services provided by Paul I. Cripe Inc. from Nov. 22 through Jan. 26.
• Approved five event contracts for the Parks Department for 2007 events. A $61,000 parks and recreation contract for 2007 for Warsaw and Wayne Township also was approved.
• Approved a $689.29 maintenance agreement between the Warsaw Fire Department and Cummins Crosspoint LLC for 2007 for generators for both fire stations.
• Approved a $2,625 maintenance agreement between the Warsaw Fire Department and Global Emergency Products for truck pumps. The maintenance cost per truck is $275 and the cost per truck for annual pump testing is $250.
• Approved a $1,500 contract between the Warsaw Police Department and Harley Davidson of Valparaiso for the lease of one Harley Davidson motorcycle from May 1 to April 30, 2008.
• Approved an agreement between Farmers State Bank, Mentone, and Warsaw for a cash management repurchase agreement.
• Approved 11 travel requests for the Warsaw police and fire departments.
• Approved a request from Street Superintendent Lacy Francis to look into price quotes for purchasing one-ton dump trucks and pickup trucks for the street department.
Wiggins said there will be no city council meeting Monday due to lack of business.
