10-11-2006After more than a year of investigation, the Warsaw Police Department and the Kosciusko County Drug Task Force arrested a Winona Lake woman Tuesday evening for promoting prostitution.
Around 11:09 p.m. Tuesday, Jeanette Fairchild, 53, of 413 Wooster Road, Winona Lake, was arrested on one count of promoting prostitution, a Class C felony. Her bond was set at $10,000.
Fairchild is the owner and operator of Dating Dynamics & Massage, 208 W. Fort Wayne St., Warsaw.
During the year-long investigation, employees of the establishment were arrested on two occasions for engaging in prostitution. Teresa Sue Hall, 33, of 413 Wooster Road, Winona Lake, and Kelly Phelps, 47, of 1835 Sharon St., Warsaw, both were arrested on prostitution charges related to their employment at Dating Dynamics.
According to the Indiana Criminal Code, a person may be arrested for promoting prostitution if he/she “knowingly or intentionally entices or compels another person to become a prostitute ...” or if he/she “... having control over the use of a place, knowingly or intentionally permits another person to use the place for prostitution.”
On June 15, Dating Dynamics’ massage establishment permit was revoked by the city of Warsaw due to violations of the city code and a failure to request a hearing.
According to the Warsaw Police Department, Dating Dynamics continued to run as a non-permitted massage establishment in violation of the Warsaw City Code. The establishment is subject to fines from $200 to $2,500 per violation per day as well as all attorney fees and costs associated with the enforcement of the codes.
More arrests are expected in the case. Previous employees and customers also may face fines for violations of the ordinance.
The Warsaw Police Department and Kosciusko County Drug Task Force were assisted in the investigation by the Kosciusko County Prosecutor’s Office and citizens of Kosciusko County and Warsaw.
